Park County commissioners approve routine business, grant agreement for Rebuilding Bailey; conveyance tabled

Park County commissioners met April 14 and approved a slate of routine and regulatory items, including voucher and minutes approvals and multiple resolutions.
Chairperson Wissel and Commissioners Amy Mitchell and Jason Gemmer voted 3‑0 to approve the agenda and a set of consent items. Commissioner Mitchell moved to approve vouchers dated April 14, 2026 with the exception of the second invoice for Todd Collins LLC for $1,123.45; Commissioner Gemmer seconded and the motion carried. The board also approved vouchers for March 24, 2026 and approved minutes as written.
The board approved the Park County Tourism Advisory Board recommendations, appointing applicant Andi Ward Weidner and adopting the board’s bylaws. Mitchell moved both measures; Gemmer seconded; votes were 3‑0.
On public works matters, the commissioners approved repairs to the office portion of the Sheriff/Jail rooftop unit (RTU) HVAC and authorized a Reconnecting Communities Pilot (RCP) grant agreement for the Rebuilding Bailey: US‑285 Safety and Mobility Study. Both motions were made by Mitchell, seconded by Gemmer, and carried 3‑0.
The board approved an NDA agreement for Park County and the associated required positions, and adopted Resolution 2026‑14 amending the 2025 holiday schedule. Commissioners also approved Resolution 2026‑15, granting a common plat amendment for lots 2277 and 2278 of the Estates of Colorado subdivision (addressed as 4254 Atila Road, Hartsel); the case was recorded as Common Plat Amendment Case #A25‑0113.
A proposed conveyance of real property at 153 Delwood Drive in Bailey to the Platte Canyon Fire Protection District—contingent on a deed restriction providing Park County a right of first refusal—was tabled until the agreement is updated. The board approved Resolution 2026‑16 to adopt amendments to Park County Land Use Regulations Article I Division 2 for the Board of Adjustment, and introduced Ordinance No. 2026‑006 on land‑use definitions and property coverage (first reading).
All motions recorded in open session were approved unanimously at the meeting, which adjourned at 2:45 p.m.
