Commissioners approve $156,296 change order to restore historic courthouse rotunda

The Saint Joseph County Board of Commissioners approved Change Order No. 1 on March 17 to expand interior restoration work at the historic Courthouse 1 rotunda.
Bree Roberts, director of physical assets, said an on-site paint analysis by Conrad Schmidt Studios uncovered two historic paint colors, glazes and decorative filigree patterns previously whitewashed. Roberts recommended accepting alternates to restore the rotunda’s darker historic palette and to add restoration of the frieze and two lunette coves.
Roberts presented the cost breakdown: $100,664 for the rotunda dome (including second color and glazing), $29,451 for the frieze work, and $26,181 for the two lunette coves, for a total of $156,296 for Change Order No. 1. She said the historic stained-glass dome has defects that could be addressed as a phase 2 project after scaffolding comes down.
Because the project is on a tight timeline, Roberts asked the commissioners to bridge a funding gap through the building and structures line item in the LIT fund (Fund 1112) so work could continue without a multi-week delay for council appropriations. The board approved the change order by motion and recorded ayes.
Roberts said judges and the capital-planning committee members had been informed and signaled support for the expedited approach. The county will return to council for additional funding for the stained-glass dome if phase 2 is pursued.
