Council appoints CIAC members, names CTWA representative and approves city manager evaluation

The Copperas Cove City Council on April 21 appointed four members to the newly established Capital Improvements Advisory Committee (CIAC) and approved a councilmember appointment to the Central Texas Water Alliance (CTWA). Later the council approved the city manager's performance evaluation following an executive session.
Staff said Resolution 2026-9 created an eight-member CIAC to review impact fees and that four vacancies had been advertised; staff received four applicants. By motion, the council appointed Wesley Atkinson, James Clark II, Curtis J. Manning and Travis White to fill the four seats.
Council then considered committee assignments for outside boards. The council appointed Del Treadway as the city's representative to the Central Texas Water Alliance, with Scott Osborne named as alternate. City staff noted the CTWA board has approved the city's membership and that publication and payment of membership fees remain to be completed.
After adjourning into executive session to discuss an incentive for a business prospect and personnel matters, council returned and approved the city manager's evaluation by motion and voice vote. The meeting adjourned at 7:41 p.m.
