The Copperas Cove City Council on April 21 approved two ordinances to change the future land-use designation and rezoning for a 0.164-acre parcel at 209 Allen Street so the property can be developed as a duplex.
City staff told the council the application, submitted Feb. 25, 2026, met review criteria and that the Planning & Zoning Commission voted March 23 to recommend approval. Development services director Bobby Lewis said the medium-density designation reflects the neighborhood's transition and noted there are already six duplexes on Allen Street; the proposed rezoning and future land-use amendment would allow a seventh.
Ace Renault of Mitchell & Associates, representing property owner Jerry Touche, said the project aligns with the 2020 comprehensive plan and would bring private funds to replace a dilapidated structure. "We have an opportunity for a developer with their own private funds to take a dilapidated structure and bring it up to a new structure and to improve the overall area," Renault said.
Council members asked whether planned driveways and parking would accommodate larger vehicles and about sidewalk variances on the rear street; Lewis responded that the driveway configuration will support large SUVs and pickups and that the Planning & Zoning Commission approved a variance for the rear (Judy Lane) where sidewalks do not currently exist.
Councilmember Jack Smith moved to approve Ordinance No. 2026-11, the future land-use amendment, and Councilmember Del Treadway seconded. The motion passed on a voice vote. The council then approved Ordinance No. 2026-12, the rezoning to medium-density residential, on a separate motion and voice vote.
The ordinances will allow the owner to pursue construction of a duplex on the site; staff said no resident opposition was recorded during the review period. The council closed the public hearings before taking action.
