Staff said the updated verbiage retains the committee’s previously agreed schedule and clarifies that employees cannot borrow future-year vacation; it also provides a process for department heads and the mayor to approve credit for applicable prior experience. Some members questioned whether prior employment should count in full or only “most recent” deployment; staff and other members said the onus is on the employee to document relevant duties and that the draft language reflects committee consensus from the prior special session.
The committee moved and seconded a recommendation to forward the agreed language to the common council for formal adoption. The motion passed by voice vote; staff will prepare the motion and supporting memo for council consideration.
