Basin 5, 7 and 8 CWSPs report project selections and solicitations
Summary
Clean Water Service Provider representatives reported Basin 7 endorsed funding for five applications and highlighted an Elmore stream reconnection; Basin 8 plans an RFQ and solicitation rounds; Basin 5 funded three of four reviewed projects and announced application deadlines (pre-proposals April 17; full proposals May 10).
Dean Pierce (Basin 7), Brian Voigt (Basin 8) and Dan Albrecht (Basin 5) updated the Clean Water Advisory Committee on April 4 about recent CWSP activity and upcoming solicitations.
Pierce said the Basin 7 Water Quality Council met twice in March, received five project applications, endorsed funding requests and is finalizing agreements with winning applicants. He called out a stream reconnection project in Elmore as the top-performing project and shared a project-status web app link for applicants.
Voigt said Basin 8 is meeting regularly, is releasing a Project Solicitation (Round 1) imminently, and plans roughly two more solicitation rounds this year. He encouraged municipalities to submit qualifications and noted that Basin formula grants are restricted to non-regulated projects but can include identification of water-quality projects on forest properties.
Albrecht described Basin 5’s Feb. 23 review of four projects, of which three were recommended for funding. He said the highest-ranked project addressed severe gully runoff from an old legal trail in Georgia, and another funded effort will apply process-based stream restoration to a portion of McCabe’s Brook in Shelburne. Albrecht said a second call for applications is open with pre-proposals due April 17 and full proposals due May 10.
Why it matters: the CWSP selections and solicitations determine near-term funding for on-the-ground restoration and identification projects, including those that might address legacy forest infrastructure and stream reconnection work.
The committee moved next to general staff updates and May agenda planning.
