Cotati approves replacement of marquee with digital display after mixed public comment

The council voted to replace the city’s aging marquee with a modular LED video display after hearing staff presentations and public comment. Public Works Director Craig Scott recommended purchasing a 5.5-by-11-foot modular LED display with a lifetime Verizon data plan, cloud-based scheduling software and refurbishment of the existing marquee structure. Staff asked for a $67,000 budget amendment from the unappropriated general fund balance to cover the display purchase, installation, electrical work and contingency.

Staff explained options for display resolution, automatic light-sensor dimming, the ability to schedule multiple displays and the potential to connect the display to city Hall’s network later. The staff recommendation included contracts for the display purchase, a local contractor to refurbish the columns and an electrician to separate the sign power from the traffic-signal circuits and add capacity for future options such as backup power.

Public commenters were split. Some residents supported the change as a tool to communicate city programs and emergency notices; others opposed introducing an electronic sign citing a zoning-code restriction on commercial electronic signage and concerns about preserving a small-town character. Staff and council said the zoning code includes a carve-out that permits governmental signs in the public right-of-way and explained staff would update an administrative marquee policy to limit animation and flashing in normal operation and reserve color-alert formats for emergencies.

On a motion and second, council approved the contracts and the requested budget amendment. Council asked staff to return an amended administrative policy that limits the number and type of rotating messages, avoids animated or scrolling text for routine use, and reserves high-contrast colors for emergencies. The contract approvals were adopted by voice vote.
