Stark County commissioners approve package of appropriations, contracts and grants

Stark County commissioners approved a slate of routine but consequential fiscal and procurement actions at their April 22 meeting, including a $505,000 appropriation to the EMA E‑911 Wireless Tax Revenue Fund and acceptance of a $138,323 FY2025 Emergency Management Performance Grant (EMPG).
Kris Miller presented the finance items, which also included two Violence Against Women Act (VAWA) appropriations for prosecutor’s programs totaling about $67,884. Commissioner Alan Harold moved to approve the appropriations and intergovernmental journal entries; Commissioner Bill Smith seconded and the motions passed unanimously (3-0).
The board approved multiple intergovernmental transfers and reimbursements, among them $45,191.12 from CDBG/HOME to RPC for administrative invoice reimbursements; $80,000 for RPC dues; and $110,000 for a Soil & Water drainage MOU. Requisitions and non‑encumbered expenses approved included a 2025 Superior Broom sweeping vehicle for the highway department ($65,750) and a boiler certificate fee ($68.25).
Engineer Jennifer Odey presented and the board approved a professional services agreement with American Structurepoint, Inc. to design the 12th Street and Perry Drive Roundabout (PID 122280). Odey also presented a drainlayers' license for Bell Trucking dba Tank Pro and authorization to bid Project P‑641 (Collection System Repairs in the Stark County Metropolitan Sewer District); both were approved 3-0.
Other actions adopted included establishing a new fund for the Stark County Family Court FY27 Youth Services Reclaim Grant, Change Order No. 3 for the Stark County Office Building 3rd Floor RPC interior renovations, and a resolution authorizing application for membership in the WEX Fuel Card Program through Sourcewell. The board approved travel requests for EMA, Job & Family Services and Veterans Service employees.
The meeting record shows the board approved 2026 Stark County Jail Housing Contracts with the Stark County Sheriff and the cities of Alliance, Canton and Massillon on a unanimous vote. All motions recorded in the minutes were moved by Commissioner Alan Harold and seconded by Commissioner Bill Smith unless otherwise noted.
