Separately, City Auditor Rian Ali briefed the council on priority audits underway: a revenue-refund performance audit (examining compliance with last year’s ordinance and whether refunds due to businesses were issued), a procurement-to-payment audit building on prior p‑card work, and an audit of the fire department’s payroll processes. Ali said details of ongoing investigations remain confidential until completed, and described these as long-term, in-depth performance audits intended to identify root causes and recommend corrective actions.
Council also heard an assessor request to restore a customer-service representative position that was removed during the COVID era; assessor Richard McKeithen said fielding customer inquiries is now consuming appraisal staff time and asked for a dedicated front-line position. Council staff and RJ Warren said they supported the transfer and planned for a Monday vote.
No formal budget votes were taken during the work session; council scheduled follow-up discussions and requested additional documentation and analysis from administration.
