The Richmond City Council convened a short informal session in which the council chair asked the clerk to read emergency-evacuation instructions and then moved into a review of the consent and regular dockets. The clerk reported a quorum but said councilors Gibson, Lynch, Trammell and Auerbacher were not present.
The clerk read the evacuation directions: "Upon activation of the emergency alarm signal, all persons should immediately exit the building. Please use the exits to the left or right front of the council chamber or the east or west stairwell outside the rear doors of the chamber. Do not use elevators or escalators. After exiting the building, security will direct everyone down 9th Street to the assembly area located inside the former public safety building parking lot. Able persons should assist visually and hearing impaired visitors." The council chair then directed the meeting to the document review portion of the agenda.
During the docket review the clerk ran through 55 listed items. The clerk announced that Ordinance 2025-014 (item 1) had been withdrawn and that several items were being retained on the consent agenda. Multiple items were described as either continued or scheduled for amendment and continuation: for example, Ordinance 2025-258 (item 4) was to be continued to the March 10 council meeting per a Planning Commission recommendation; Ordinance 2025-259 (item 5) was scheduled to be amended later that evening and then continued to the Feb. 23 meeting; and several other planning-related ordinances (including items 32, 37 and 39) were noted as approved with amendments or scheduled for amendment and continuation.
The clerk also reported committee recommendations for many docket items: Land Use, Housing and Transportation and the Planning Commission provided recommendations on land-use items, while the Finance and Economic Development Standing Committee recommended approval on several ordinances (items listed on the docket). On the regular agenda the clerk said Resolution/Ordinance 2025-215 (item 49) was scheduled for amendment and continuation to Feb. 23, and item 52 (Ordinance 2026-017) had been recommended for approval by the Finance and Economic Development Standing Committee but would be continued to March 10.
No formal motions or roll-call votes were recorded in the transcript of the informal session. After the clerk concluded the docket review the council chair said, "With that, there are no other agenda items for this informal session. This meeting now stands adjourned." The chair thanked the clerk and the meeting ended.
