District selects secondary photography vendor, sends elementary contract back for cleanup after vendor RFP

Gabe (speaker 8) summarized a districtwide RFP for photography services, describing parent and site surveys (over 500 responses), district requirements (student photos for the SIS, yearbook, IDs and event photography), and evaluation criteria that weighed quality, price and digital options.

For elementary proposals the staff said Shuub narrowly edged Lifetouch by three points; for secondary the staff's tabulation showed Energy Imaging as the top scorer (81 points) with Images by Hughes at 76. Staff told the board the scoring considered a broad set of criteria beyond digital options alone.

Laurie Hughes, owner of Images by Hughes and a long-time district contractor, spoke during public comment and said statements made in prior board meetings were factually inaccurate and had harmed her business. "False statements made by board members in a public forum can mislead the community and other board members and may affect the future of Images by Hughes," she told trustees and requested a public response.

Board members debated contract scope and affordability for families. Staff recommended bringing back a corrected and signed elementary contract (to fix scope language that had been submitted by the vendor) and proceeding with the recommended secondary vendor. The board voted to return the elementary contract for a corrected copy to be reviewed at the next meeting and to approve the district's recommended secondary vendor; the student board member voted aye and the motion passed.

Staff said the elementary amendment and any secondary contract will be returned with final, cleaned-up contract language before services begin and that vendors offered varying digital options and pricing structures.

Next steps: staff will bring a corrected elementary contract for board consent at the next meeting and will proceed with finalizing the secondary contract as approved.
