Committee forwards energy-efficiency resolution with 180-day staff response requirement

Laura Thomas, the city's director of sustainability, told the committee the administration "is in support of the current amendments that are before you" and that staff can provide a framework within 180 days if that is the council’s will. The resolution directs city administration to develop and implement a comprehensive program to reduce energy burdens for vulnerable households, support small businesses, assist housing preservation and stabilize neighborhoods while advancing the city's climate goals.

Committee members discussed how the resolution should align with ongoing housing and anti-displacement work and asked that staff coordinate across public works, utilities, sustainability, community wealth building and housing. Pamela Nichols, council management analyst, confirmed the item had been revised to reflect administration input.

A motion to forward the amended resolution passed by voice vote; the clerk recorded the motion as approved. The committee directed staff to return with the framework and any requested clarifications within the 180-day schedule specified in the amendment.
