Council approves $3.6 million concrete road and sidewalk program and related engineering and maintenance contracts

Rochester Hills City Council on April 27 approved three procurement actions covering infrastructure and facilities work.

Concrete road and sidewalk replacement: The council authorized a contract to Quality Construction Corporation for the 2026 concrete road and sidewalk replacement program in the amount of $3,272,221.65 with a 10% contingency ($327,222.17) for a total not-to-exceed $3,599,433.82. City staff (Miss Ballant) said the program includes replacing two eastbound lanes at the Hamlin and Crooks intersection; she warned that the intersection will be closed for a couple of weeks during construction and that the city will provide a project schedule when available. "So this request is for the 2026 concrete rehab program," Ballant said. Council members sought assurances about detour routing and traffic signal timing on the detour corridor.

Construction engineering services: The council also approved a construction engineering blanket purchase order to Spalding de Decker for up to $458,052 to provide contract administration, inspection, and survey staking for the concrete program. Staff noted Spalding de Decker has performed similar services for prior years' programs.

HVAC maintenance contract: Separately, the council authorized a blanket purchase order contract for HVAC preventative maintenance and on-call services to K and S Ventures Inc., with WJ O'Neil Company as the secondary vendor, in an amount not to exceed $210,500 through April 30, 2027.

All three procurement items were moved, seconded and approved by the council during the meeting. City staff said they will schedule preconstruction meetings and provide operational timing and detour information to residents in advance of closures.
