The Rochester Hills City Council on April 27 authorized two contracts aimed at updating long-range plans and coordinating public outreach. Beckett and Raider of Ann Arbor will provide consulting services to update the city’s parks and recreation master plan and develop a community stewardship plan for a total not-to-exceed $116,678. Separately, the council authorized Hubbell, Roth & Clark Inc. (HRC) for a transportation master plan update, not to exceed $179,500.
City planning staff explained that the parks master plan update and stewardship plan will support future capital planning and state grant applications; the parks consultant selection, Beckett and Raider, was recommended because its work will be coordinated with transportation planning. Staff said the parks plan will include a public outreach schedule (kickoff in May, interviews May–June, broader outreach June–October and open houses targeted for February) to meet grant cycles. Vice President Mangioli emphasized the need to reach a broader cross-section of residents beyond social media and suggested using inserts (for example in the water bill) to expand outreach.
On the transportation plan, staff said HRC was selected for institutional knowledge of the 2021 plan and current city grant work; the scope includes data analysis, road network updates, traffic operations and safety analyses and a unified public engagement strategy. Staff anticipated the final transportation plan by April 2027. Council members asked whether the Adams Road study is part of this scope; staff said the Adams Road project is a separate project though it will be considered within the network analysis.
Both contract awards passed with council motions and seconding votes. The parks contract includes a contingency that requires execution of a written agreement acceptable to the city. City staff said they will work with consultants to shape outreach methods to reach residents who are not active online.
