Harrison County commissioners forward multiple appropriation requests, approve contracts and deny zoning change requested by Bierman Properties

At their April 6 meeting, Harrison County commissioners approved a range of administrative items and forwarded several funding requests to the county council.
County Auditor Sara Burdick presented three additional appropriation requests: $15,365 for spay and neuter clinic supplies (funds previously reverted to the county general fund), $2,990 for payment and scheduling software for the clinic, and $10,412 for a collator for the county extension office (Burdick said that amount may be reduced by transferring existing funds). Commissioners moved to forward the requests to the county council; each motion passed 3-0.
Plan commission director Chris Kincade told commissioners the plan commission had given an unfavorable recommendation on a zoning map amendment request by Bierman Properties to change parcels from AR and B2 to I2. Commissioner Brad Wiseman moved to deny the amendment; Commissioner Annissa Kellum seconded the motion and it passed unanimously.
County administrator Chad Shireman presented a renewed contract with licensed surveyor Vic McCauley to locate survey corner points across the county; the commissioners approved the contract 3-0. EMA director Mike Kurz presented a contract renewal with ECS, Inc. for maintenance of county communications towers; the commissioners approved the contract pending funding and directed that an additional appropriation of $14,250 from the county general fund be forwarded to the county council to cover it.
Administrator Shireman and County Attorney Chris Byrd presented JRAC opioid-restricted and unrestricted grant agreements totaling three awards: $58,100 to the Boys and Girls Club, $39,250 to Freed from Within, and $25,000 to The Next Step. Commissioners approved and signed the agreements subject to county council funding approval.
Shireman also proposed a personnel-policy change to allow annual motor vehicle record (MVR) checks for employees who operate county vehicles, a request the county liability insurer had recommended; commissioners approved the policy change 3-0. Additionally, Commissioner Stepro’s out-of-meeting signature on a due diligence bond questionnaire was ratified, and the board authorized the president to sign SAM registration documents for the Harrison County Regional Sewer District outside a meeting.
The meeting concluded with routine approvals of corrected minutes and acknowledgement of monthly reports and adjournment at 7:46 p.m.
