Solano County supervisors approve user fees, adopt CFIP update and proclaim AANHPI Heritage Month

The Solano County Board of Supervisors on April 28 adopted multiple staff proposals, including new departmental user-fee schedules and an updated five‑year Capital Facilities Improvement Plan (CFIP), and passed a proclamation recognizing May 2026 as Asian American, Native Hawaiian and Pacific Islander Heritage Month.

During a continued public hearing, county staff explained that the proposed FY 2026–27 fee schedules are intended to recover some or all of the direct and indirect costs of services and that the Auditor‑Controller and County Counsel had reviewed the methodology and statutory authority. Ann Putney, principal management analyst in the County Administrator’s Office, told the board the schedules reflect department-by-department calculations of productive hourly rates and estimated units of service. The board voted to adopt the fee schedules, with an effective date provided in staff materials as 07/01/2026. The motion carried 4–0.

The board also reviewed and adopted an update to the CFIP, a planning and prioritization tool that catalogs capital and facility renewal needs through fiscal year 2029–30. Staff emphasized that adoption of the CFIP does not commit funding for projects; individual projects will be brought forward for funding approval through the annual budget process or separate board actions. Staff highlighted examples of planned work including targeted lobby and tenant‑improvement renovations, elevator and HVAC replacements, and site projects to protect the Justice Campus from stormwater and sea‑level rise. Officials noted ongoing testing and rollouts of photovoltaics, battery backup and microgrid connections as part of resiliency upgrades. The board approved the CFIP update by a 4–0 vote.

Earlier in the meeting the board read and adopted a resolution recognizing May 2026 as Asian American, Native Hawaiian, and Pacific Islander Heritage Month in Solano County; the proclamation was accepted by community representatives. That resolution passed by voice vote as part of the meeting's presentations.
