Senator Facey introduced the resolution and said the requested report should examine the entire informed‑consent process and identify gaps. "This resolution strictly requests the surgeon general to develop a plan relative informed consent on vaccines," she said. Committee staff explained that amendment set 27‑14 widens the scope of the requested report and adds language noting the medical disclosure panel has not met since 2018.
Senator Hodges offered the amendment and the committee adopted it with no objections recorded in the transcript. One person filed an opposition card (Bridal Johnson of Louisiana Families for Vaccines) but did not speak. Senator Facey asked for favorable passage of the study resolution.
The committee reported SCR 37 as amended; the resolution requests a study and recommendations from the surgeon general rather than imposing regulatory changes. The surgeon general's office will be asked to provide the requested plan and recommendations to the committee as specified in the amendment.
