Summary
The Kootenai County Board of Commissioners on April 28 awarded a bid for hazardous fuel treatment on 12.8 acres of Tubbs Hill and approved several related county contracts, including a $66,502.66 deposit for boathouse demolition, a $500 Just FOIA implementation fee, and a janitorial contract increase to $19,500.
The Kootenai County Board of Commissioners on April 28 approved a series of procurement and contract items, most notably awarding a fuels-reduction contract for work on Tubbs Hill and authorizing funds for a damaged county boathouse.
Andrea Littlefield, identified herself as representing the county Office of Emergency Management, and asked the board to approve bid number 23WFMDash02 for the Tubbs Hill FireSmart project number 2. Littlefield said the project covers 12.8 acres of hazardous fuel treatment and that one responsive, qualified bidder responded; the board voted to award the contract to Alpha Services LLC.
The board also authorized a deposit of $66,502.66 to begin demolition of a county boat garage that was damaged in a windstorm and to repair a dock slip needed to store county boats until a new garage is constructed. Director Nick Snyder (on the phone) said the deposit would come from the boat-launch user fee fund balance and that county risk management and finance staff were involved in the payment. The transcript lists the contractor alternately as “Murphy Merit Signs” and “Murphy Maritime”; the record did not resolve the discrepancy.
Keith Taylor of the Auditor’s Office requested approval to use Point and Pay LLC as the credit-card processor for the county’s Just FOIA public-records system. Taylor said there is a one-time implementation cost of $500, to be paid from the existing project budget; after implementation the contract is no-fee to the county and any transaction fees would be paid by the person submitting a records request. The board approved the vendor.
Michelle George, speaking for the State of Idaho Public Defender office, asked the board to approve a one-year cleaning contract with Above and Beyond Janitorial Inc. for service at 1450 Northwest Boulevard. George said the contract rises from about $18,000 last year to $19,500 for the coming year (an increase of about $125 per month). She said the contract runs July 1, 2026, through June 30, 2027, and had been reviewed by legal staff; the board approved the contract.
The board also approved the week’s payables of $1,054,774.23 and jury panel payments of $1,224.40.
All motions tied to these items passed by voice vote during the meeting. The approvals will allow the county to proceed with the awarded work and the listed vendor implementations; staff noted insurance, risk management and finance staff are coordinating required payments and reporting.
