Erin Puckett, the planner presenting the item, summarized the applicant’s concessions: “They've offered limiting development of the site to a maximum of 23 detached dwellings, which is about 1.8 units per acre, ensuring the lot size will be calculated exclusive of stream buffers... providing a 2 car garage for each unit and wiring each garage for future electric vehicle charging, ensuring all perimeter buffers will be within common open space, increasing the required site frontage improvements to accommodate a 5 foot wide bike lane, removing the temporary turnaround to the north on Patasso Drive... and installing a mid block pedestrian crossing to include a rectangular rapid flashing beacon.”
Planning staff found the request consistent with the Imagine Cary Community Plan and noted an 8–1 Planning & Zoning Board finding of consistency. Council members emphasized that the applicant responded to neighborhood concerns by increasing lot sizes (from a prior proposal for smaller lots), committing to on‑site stormwater improvements (including acquisition of a parcel to host a stormwater pond), and offering transportation and EV infrastructure features.
A council member moved to adopt the annexation ordinance, the statement of consistency, and the rezoning ordinance; the motion was seconded and passed by unanimous voice vote.
The action approves initial zoning under R‑8 Conditional Use and directs staff to finalize the ordinances as adopted; because the applicant did not own an adjacent parcel west of the site, council noted that any future use of that parcel would require separate annexation and rezoning.
