"I'm gonna communicate to you why I don't have faith in you guys to interpret this for us, why I don't think you should do any increase at all," Kyle Smith said at the podium, and later asked officials to consider recovering funds from private contracts (he cited the airport contract as an example) instead of raising rates.
Mayor (presiding) and staff repeatedly redirected the public comments to the water-focused agenda items; Mayor asked Smith to limit remarks to the rate study and ultimately reconvened the meeting after the interruption. Manager Whitehead did not substantively rebut Smith's hiring allegations during the meeting but invited community engagement and suggested staff would contact the community to help identify needs.
Another resident asked for a comprehensive master plan and clearer capital-cost timelines, saying the public has not seen an overall estimate or schedule showing how and when projects will be completed. The resident referenced a 2019 rate increase and said the community needs a consolidated plan to understand future grant needs, rate versus tax trade-offs, and project timelines.
Manager Whitehead responded that the city adopted a plan created by consultant Wilson and that recent consultant work focused on revenues and debt load; he said capital projects were reviewed mainly by associated debt and committed to reviewing the capital-plan checklists and presenting clearer progress information.
Ending: The public-comment period closed with no changes to the proposed rate scenarios. Staff said they will return with more detailed budget and capital-plan summaries and schedule another hearing before any decision.
