The Urban Design Committee reviewed the first major chunk of a rewritten set of Urban Design Guidelines and agreed to a schedule for section‑by‑section review that will include public outreach and a five‑minute presentation from the Office of Sustainability during the sustainability section.
Secretary (speaking as staff) told the committee he reorganized the document, rewrote the introduction and “took the actual goals from the master plan and put it into the guidelines,” adding that he inserted master plan language where it would strengthen the committee’s recommendations. “The guidelines are recommendations only. It should not be interpreted as regulations,” the Secretary said, adding that the guidelines are supplementary and subordinate to the city zoning ordinance, building codes and higher‑level regulations.
The Secretary outlined revised chapter headlines — roadways, alleys and public ways; transportation; site design; building design; park design; sustainability — and said the rewritten sections will be returned to the committee in stages. He said the aim is to have the full rewritten document brought back for final consideration in February next year, with voice votes taken at the end of each meeting on sections as they are reviewed. He also said draft text will be posted in the one‑week agenda packet before meetings.
Committee members asked how the staff drafting role would interact with the UDC’s review responsibilities. The Secretary described his current approach: staff will prepare drafts and bring them to the committee for commentary; the committee may form subcommittees to dive deeper into specific topics if members want a more detailed review. “At the time that I bring it back to y’all, like, at the park section, y’all could vote to form a subcommittee to dig deeper into that,” he said.
Members pressed on how the guidelines would be enforced in practice, especially on landscaping and tree canopy goals drawn from the master plan. One member described instances where promised native plantings were replaced with cheaper alternatives at installation and asked whether inspectors verify species and size at final inspection. The Secretary said building inspectors and the city arborist compare as‑built conditions to approved plans, but acknowledged limits in how detailed inspections can be for every planting. “The city arborist would be the person to go out and...check before a CO is issued to make sure that the plants are in there for the plan,” he said.
Accessibility standards were also discussed. The Secretary said universal access language is included and the document will capture ADA considerations and practical details such as avoiding grates that present hazards for strollers or heels.
The committee agreed to invite the Office of Sustainability to speak briefly when the sustainability section is considered and to consider public comment opportunities once the draft sections are ready for wider review. The Secretary noted that some master plan elements (for example, the parks master plan) are not yet formally adopted and that he will incorporate their language as they become available.
Next steps: the Secretary will post the rewritten section drafts in the agenda packet and return them in sequence; the committee will consider forming subcommittees for deeper review of specific topics and will plan a sustainability briefing in March. No final adoption vote took place at this meeting.
