Board approves Chico Unified expanded learning plan after presentation on program growth

The Chico Unified School District board unanimously approved an updated Expanded Learning Opportunity Program (ELOP) master plan for 2025–26 after staff described program growth and operational changes.
Presenter Heather Cifuentes summarized the plan changes and said the plan now better matches the program’s expanded scope, describing staffing structures, core components, safety protocols and community partnerships. She provided participation counts and program breakdowns: “In our BLAST after school program, which serves our students first through fifth grade, we have 1,176 students,” she told the board, and noted additional counts for TK/K, Homework Heroes and before‑school averages.
Trustees asked technical questions about whether the program supports ADA reporting, multiple funding buckets and whether students double‑dip in morning and afternoon programs. Staff said the majority of funding comes through ELOP but that the district blends ELOP with other grants (ACES, site grants) where appropriate. A board workshop on ELOP and after‑school programs was scheduled to provide more detail.
The motion to approve the ELOP plan passed by voice vote following the presentation and public comment.
What this means: The adopted plan authorizes district staff to proceed with program operations and to bring individual ELOP‑funded items to the board for updates and approvals during the FPM preparation period.
