Planning Commission unanimously recommends updates to historic-preservation code
Summary

Beaufort County planning staff presented amendments to the Community Development Code that revise historic-preservation procedures, criteria for designation, standards for archeological review and guidance for emergency repairs. The Planning Commission unanimously recommended the package to proceed.
Staff reported the draft language had been revised following comment from county council and consultation with state reviewers to align with Secretary of the Interior rehabilitation standards and to remove differentiation between designated and non‑designated properties. The draft also adds proposed determination criteria for archeology and clarifies that archaeological survey submissions go to the state-managed ArcSite system.
Commissioners questioned whether interior features should be within the local board’s purview and discussed the emergency-repair timeline; staff said the code follows established building-code guidance and that emergency-repair certifications are tied to international building-code provisions. One commissioner urged staff to review the emergency-repair timing to ensure it is not burdensome after storms or evacuations.
A motion to recommend the text amendments passed unanimously 7–0. Staff said the revisions aim to keep the county eligible as a certified local government while clarifying processes for homeowners and applicants.
