Committee advances 5 Points Business Improvement District renewal to full council; public hearing set for May 11

The Finance and Business Committee voted April 14 to advance an ordinance renewing the 5 Points Business Improvement District (BID) for an additional 10 years, a renewal that would extend the BID’s term through 2036 and move to a public hearing scheduled for May 11.

Dennis Rogenick of the Department of Finance introduced the renewal process and said the BID’s board voted to seek another 10‑year renewal after a public hearing in February 2026. Norman Harris, executive director of the 5 Points BID, described the district’s work on the Welton Corridor — maintenance, marketing and small‑business support — and said the BID now serves about 60 commercial businesses and manages roughly 20th–30th Welton Street.

Harris emphasized cultural and economic goals for the corridor and highlighted projects in the near term, including coordination on TIF financing for the Rossonian Hotel. He said the BID has supported working capital for small businesses through partnerships with the Denver Urban Renewal Authority and state programs and described ongoing corridor investments such as stormwater drainage and pedestrian improvements.

Several council members praised the BID’s local work and urged support. A motion to advance the renewal to the full council passed in committee; the administration has scheduled the ordinance for first reading and a public hearing on May 11.

What happens next: The ordinance will appear for first reading and the committee’s staff said the public hearing is set for May 11. The committee did not take final action on any TIF financing in this meeting; future council action would be required for those projects.
