Planning attorney seeks to mail one-question postcard to unzoned landowners on countywide zoning

Josh Albin, an attorney with Adams Jones Law Firm, told the Crawford County Board of Commissioners on April 21 that the Planning & Zoning Commission recommends a targeted, one-question postcard to landowners in unzoned parts of the county asking: "Do you agree with county wide zoning?" Albin said the postcard would include prepaid return postage and a QR code, would be mailed to identified landowners no later than Friday, and that responses would be due by Memorial Day.
Albin said the targeted survey is intended to give the Planning & Zoning board precise input from owners of property outside currently zoned areas and to allow the board to finalize its recommendation to the county commissioners in June. He said GIS will be used to identify unzoned parcels and that the postcard approach responds to comments the commission received on an earlier, broader survey.
Commissioner Carl Wood said he was concerned that limiting the mailing to landowners in unzoned areas would exclude other residents who had previously responded and that the board should not prematurely restrict participation. Commissioner Tom Moody said the survey would allow the board to know "exactly how the landowners in the unzoned areas feel about county wide zoning." County Counselor Jim Emerson told the board that a formal motion would be required if the board wants Albin to proceed.
Because Commissioner Wood asked for the item to be delayed until Commissioner Blair could participate, the board tabled the decision to Friday’s meeting. Albin told commissioners he intends to continue work on other parts of the comprehensive plan that do not require an immediate countywide zoning decision and expects to present a final recommendation in June.
The postcard plan raises a procedural choice for the board: whether to solicit views from all county landowners or only from owners in currently unzoned areas. The proposed approach is one-property/one-card; Mr. Albin said that was the recommendation from the Planning & Zoning meeting. If approved, the postcard mailing would use prepaid postage and permit online responses via QR code.
