Crawford County commissioners approve neighborhood street assessments, vacate Ringo streets, authorize vehicle lease and pay late recycling bill

The Crawford County Board of Commissioners on April 17 in Girard adopted a series of resolutions and approved multiple invoices and purchases, voting unanimously on each item.
County Counselor Jim Emerson presented a proposal to levy assessments on lots in Prairie View Estates to pay for certain street improvements, saying the total assessed cost is $53,264.00. The board opened a statutorily noticed public hearing, heard no public comment, and adopted Resolution #2026-017. Emerson said property owners will receive letters allowing prepayment in full within 30 days; amounts not prepaid will be placed on property tax bills as a special assessment and the repayment term is five years.
The board next approved Resolution #2026-018 to close and vacate portions of Fourth Street, Fifth Street and an alley in the first addition to the Town of Ringo according to the recorded plat. No public comments were offered during the hearing on that item.
The commissioners authorized a lease-purchase agreement with Labette Bank to finance three Sheriff’s Department vehicles, adopting Resolution #2026-016. County staff described the planned purchases as one new 2026 Chevrolet Silverado fully equipped with law enforcement package, a used 2023 Ford F-150 and a 2025 Ford Explorer. The financing terms presented were a 3.75% interest rate over 36 months; commissioners said two of the three vehicles are used to reduce costs.
The board also approved payment of the county’s annual Tyler Technologies invoice for cloud services used for county reporting and records. Communications Director Tim Mikrut said Baker Fire District separately subscribes to the reporting system and the county’s invoice covers the county cloud component.
Commissioners approved payment of a late invoice from Southeast Kansas Recycling, Inc. for household hazardous waste services dated 2024 in the amount of $5,486.56 after County Counselor Emerson said his review found the invoice had not been paid previously; Emerson recommended payment but said he would not present additional late invoices going forward.
Each of the above motions was recorded as passed 3-0. Several routine consent items were also approved earlier in the meeting, including warrants totaling $500,604.65.
What happens next: staff will mail Prairie View Estates property owners their prepayment notices and proceed with assessment billing for unpaid balances; county staff will complete documentation for the vehicle lease purchase and process the approved vendor invoices.
