Commission recommends Skin Loft medical spa at Parkway Plaza; forwards item 6–0

The Keller Planning and Zoning Commission voted 6–0 on April 28 to recommend approval of a special-use permit for Skin Loft, a medical spa proposed for 2,033 square feet at 1675 North Tarrant Parkway (Unit 200). The recommendation will be forwarded to Keller City Council on May 19.

Staff presented the application, noting the neighborhood-services zoning requires an SUP for medical spas, and that the site provides roughly 39 parking spaces, exceeding the UDC requirement of 11 spaces for the proposed gross floor area. Staff said one letter of support had been received and that the applicant would appear before council if the commission recommended approval.

Kenneth Nicholson, representing property owner KED Development, introduced tenant representatives Melody Kockel and Nona Virk. Kockel said Dr. Amir Baluch will serve as the medical director and described the practice structure and safety protocols. In response to commissioner questions about higher-risk services, Kockel said, "Absolutely not" to IV hydration and PRP and added that the business keeps safety supplies and malpractice coverage in place: "We have our vascular occlusion kits in place... Patient safety is so important." Commissioners asked for confirmation of the medical director’s credentials and proximity; Kockel said the medical director would be within a 75-mile radius and that she would provide current license and insurance documentation.

Commissioner Michelle Sandoval Cabanas moved to approve the Skin Loft permit; Commissioner Bill Schlegel seconded. The commission’s unanimous recommendation goes to council for final action.

Outcome: Recommendation to City Council (vote 6–0).
