The St. Paul Public Schools Board of Education on Nov. 18 approved a contract, not to exceed $20,000, with NorthStar Policy Action to study the cost impacts of charter schools on the district and to deliver the work by April 30, 2026.
Board members discussed the item after Director Valiant asked for more information about the proposal’s research questions and how findings would be used and owned. "I want to make sure that we're paying for something that we can stand on," Valiant said, urging clarity on whether the listed research questions were the only questions and how ownership of data would be handled.
Chair Henderson said the contract’s scope is limited to financial impacts on Saint Paul Public Schools and intended to inform district due diligence. Administration described the proposal as focused on fiscal analysis rather than explanations of why families choose charter versus district schools.
The motion to approve the research proposal was moved and seconded and passed unanimously. The board instructed staff to proceed with the contract and to return with results as they become available.
