Committee advances ordinance creating Department of Community Wellness and Safety, refers to full council

Sponsors Aldermen Speicher and Moore told the committee the ordinance is intended to codify in code what the council already approved in the budget and to add a transparent confirmation process for the new department head. Alderwoman Moore said the change is intended to ensure community engagement in the selection process and to avoid a repeat of prior transitions that drew criticism: "We owe community that much," she said.

A procedural confusion about whether the item should be referred to Steering & Rules briefly delayed action. Alderman Speicher moved reconsideration of the file and then moved to recommend approval directly to the full council (bypassing Steering & Rules) after confirming that referral to Steering & Rules was not needed. The committee agreed and the item was recommended to the full council for final action.

Sponsors and staff said the change follows the budget decision that created the department and that the city attorney's office advised codification. The committee will return the ordinance to the full council for final passage; no final confirmation of a department director was made at this meeting.
