Committee hears state-bill briefs: grocery-store notice, SOP vote amendment, DACA licensing bill

Legislative affairs staff briefed the Judiciary & Legislation Committee on Feb. 23 about several state bills that could affect Milwaukee.
Justin Morales and Jordan Primico described LRB5529, a proposal to require major full-service pharmacies and grocery stores to provide more notice of permanent business closings so communities and the city can plan responses. Morales said the bill would not move this session but asked the committee to register support.
Staff also described a late amendment to Senate Bill 799 that would change a local SOP vote threshold from two-thirds to unanimous. "This amendment would directly impact the city by changing the SOP process from a 2 thirds vote to unanimous," Morales said, advising the committee to register opposition and to work toward a governor veto if the amendment advances.
Committee members stressed concern about state encroachment on local authority and discussed possible administrative responses. Staff additionally noted AB759, which would allow DACA recipients to access state occupational licenses and was described as likely to have bipartisan support in the assembly and yield workforce benefits locally.
