Bozeman board recommends annexation and R1 zoning for 1071 Story Mill Road

The Bozeman Community Development Board voted 6-0 to recommend that the City Commission approve annexation and an initial R1 zoning for a 1.173-acre parcel at 1071 Story Mill Road, according to action taken at the board's meeting.
Tom Rogers of the Community Development Department, the staff presenter, told the Board the property is owned by Bridger Creek Golf Course and that staff's analysis found the application met the required A–D zoning review criteria. "When we annex a property, state requires us to establish zoning at the same time," Rogers said, explaining the procedural context and noting the new Unified Development Code takes effect Feb. 1 and initial zonings will convert administratively under the new code.
The applicant, architect Joseph DeAngelo of 45 Architecture, said the owners sought annexation so they could continue existing golf-course operations and make modest upgrades. "They were kind of looking at a way for them to continue use," DeAngelo said, adding that future expansions or changes would be subject to special-use or site-review processes. Co-owner Dane Gamble told the Board, "We are there to take care of the golf course," and said the parcel has been used by the golf operation for years.
Board members questioned staff about potential street-improvement waivers and whether waivers implied imminent intersection projects; Rogers said engineering found no immediate capital projects and that waivers were intended to equitably share mitigation costs if future development triggered improvements. Several members debated whether a denser implementing zone (RB) would be more appropriate given neighboring zoning; other members said the application satisfies statutory criteria and the parcel size and owner preference supported R1.
No members of the public offered comments in person or online during the public-comment period, and the motion to adopt the staff findings and recommend approval (including contingencies required to complete application processing) passed on a roll-call vote, 6 Aye, 0 No.
The Board's recommendation will be transmitted to the Bozeman City Commission, which is scheduled to consider annexation and zoning on Feb. 10. As Rogers noted, the commission makes the final decisions on annexation and municipal zoning.
