City Service Commissioners approve Water Works temporary appointment extensions, annual report and appeal findings

President Frank Bach called the April 21 meeting of the Board of City Service Commissioners to order and led the board through a series of routine personnel and administrative actions.
The board approved the proposed minutes of its April 8 meeting after a motion to approve. “The minutes are approved as submitted,” President Frank Bach said after polling commissioners.
In personnel business, the Board approved Item 4 (file 252178), a request from the Milwaukee Water Works to extend a temporary appointment for Armando Lopez as water field supervisor for 90 days, from April 26, 2026, through Aug. 1, 2026. The extension was described in a letter from Jane Islow, Waterworks administration manager, which said the regular incumbent is on injury leave with no projected return date; temporary appointment paperwork and a job description were provided.
The Board also approved Item 5 (file 252180), a first 90‑day extension of temporary appointments for Richard Van Reeper Jr. and Timothy Edwards as water field supervisors for the same April 26–Aug. 1, 2026 period. The letter from Waterworks, noted by staff, said the extensions would provide adequate supervision of field operations and give the employees additional supervisory experience for potential promotion.
On Item 6 (file 252176), the Board reviewed and approved the Department of Employee Relations’ 2025 annual report. Commissioners commented that the report offered a useful summary of department activities; one commissioner noted the number of discipline and discharge hearings and that the department held roughly 30 meetings. The Board directed staff to forward the report “in conformity with the statute.”
Item 7 (file 252181) presented proposed findings of fact in the Anthony Bass discharge appeal hearing from the office of the city attorney. No changes or questions were raised; the Board moved, seconded and approved the findings as submitted.
Before adjourning, President Bach reminded commissioners that the May 19 meeting will start at 2:30 p.m. (not 1:30 p.m.) and that the commission meeting planned for Nov. 3 will be moved to Nov. 4 to coincide with the general election. Executive Secretary Jackie Carter said she had no additional announcements. A motion to adjourn carried and the meeting ended.
