Hopkins staff outline timeline, teacher concerns for new cell-phone policy

District staff presented a draft timeline and implementation options Oct. 8 as Hopkins prepares a cell-phone policy that must be in place by March 2025. Assistant Superintendent Lightfoot said the monitoring committee has backward-mapped a schedule with multiple drafts, public input windows and monitoring-committee reviews before any board vote.

Lightfoot emphasized the distinction between drafting policy language and the separate, practical problem of implementation: model policies may place significant day-to-day responsibilities on classroom teachers unless the district adopts implementation tools such as Yondr pouches. "The strength of the policy is met if there's consistent implementation," Lightfoot said, citing teacher-liability and classroom-management concerns tied to some model approaches.

Board members pressed for early, targeted parent engagement and teacher conversations ahead of any vote so classrooms are prepared if the policy is adopted early. Several directors suggested short explainer videos for principal newsletters, student-board rep involvement for student voice, and a focused fall outreach schedule so families understand changes before second-semester implementation is considered.

Staff said a feasible target under the draft timeline was a Jan. 14 board meeting for a second-reading policy if the board wanted second-semester implementation; otherwise the district can meet the March 2025 statutory requirement without rushing. Staff will continue work with principals, the monitoring committee and external partners to refine draft options and return with materials and a recommended schedule for community engagement.
