The Milwaukee Fire and Police Commission on April 2 approved a set of personnel and rule changes and confirmed promotions across fire and EMS ranks.
The commission voted to adopt FPC212450, establishing promotional preference points for volunteer service (termed "Cockroft points") with eligibility broadened to include volunteer service at 501(c)(3) nonprofits or public, charter or private schools; the change was approved effective for job announcements issued on or after June 1. The Milwaukee Police Association submitted a letter on April 2 that was placed in the file for this matter.
Separately, the commission amended rules relating to police aides (FPC212451), reducing the minimum continuous service requirement from two years to one year for candidates who reach age 21 and complete at least one year in the police‑aid program; the motion passed on roll call.
The commission also approved a series of Fire Department personnel items, including promotions and reappointment housekeeping measures: the promotion of Matthew J. Walters to EMS technical resources specialist; promotion of Chad Shepherdson to EMS supervisor; promotion of Alberto Uskanda to Milwaukee Overdose Response Initiative lead assistant; promotion of Thaddeus I. Dowell to overdose initiative practitioner; promotions of Jordan D. Bresnick and John R. Chzalowski to fire lieutenant; and formalized an effective date (April 13) for the reappointment of a former firefighter under Rule 13 provisions.
A separate police reappointment (a former recruit police officer) was placed on file (effectively denied) following a closed‑session interview.
All listed rule changes and promotions were approved by the commission during the meeting and recorded in the meeting minutes.
