Housing Authority approves elevator and façade contracts totaling roughly $1.25 million

The Housing Authority board approved several capital construction contracts at its April 15 meeting, allocating CFP (Capital Fund Program) resources to elevator modernization and façade repairs at multiple developments.
Allison Wisnicki, vice president of construction, told commissioners the lowest responsive bid for elevator modernization at Hillside Terrace came in at $574,606 and recommended awarding the contract to William Sackerson Construction Company, Inc. The board approved that award on roll-call vote.
The board also approved a façade‑repair contract at Hillside Terrace to Bergland Construction Company (Milwaukee). Wisnicki described the scope as window caulking and masonry unit repair and said the work will be obligated to the 2024 CFP account.
For Arlington Court the board approved a $449,000 façade repair contract to Masonry Restoration Incorporated (West Allis). Commissioners discussed that four bids were received, that federal funding rules require taking the lowest responsive bid, and why local bidders sometimes do not prevail. Commissioner Snyder abstained on the Arlington Court vote.
Wisnicki said the authority has asked HUD for an extension on some obligation dates to ensure the 2024 funds can be fully used; staff noted three contracts approved at this meeting will be applied to those obligations.
The awards are expected to move forward under standard contracting timelines for design, bid and execution; staff said they will keep commissioners informed of scheduling and obligation updates to HUD.
