The Valparaiso City Redevelopment Commission on Jan. 8 approved the claims register and December financial report and took several routine procurement actions.
Staff reported a TIF tax draw from the county just over $4.1 million and summarized year-end balances: a TIF cash balance of about $10,342,933 and general fund cash near $5,000,299 (consolidated balances discussed during the presentation). The commission approved the claims and financials by unanimous voice vote after members noted a few minor corrections to the minutes and requested the underlying claim detail for Paradise Homes reimbursements.
Staff updated the commission that Paradise Homes had completed and closed three of five down-payment‑assisted homes; Paradise Homes brought the $10,000 to closing and the city reimbursed that amount per the program. A commissioner asked for the closing statements or claim-detail documentation; staff said the closing statements and invoice details are included in the claims detail and can be made available on request.
On procurement actions, the commission unanimously approved: • A $6,800 topographic survey agreement for Montell Park Drive with Abba Marsh Consultants as the low bidder; and • Four incumbent professional services agreements (grant writing, bond/financial advisory, reporting/consulting, and Valpo Net operations) and a KD Lawn and Landscape proposal for as-needed snow removal at the Lincoln Highway Garage (to remove heavy snow piles the city’s equipment cannot access). Staff noted the Valpo Net operations contract costs were higher last year owing to a September incident that required extra work.
The commission also authorized staff to obtain an appraisal for a roughly 1.2-acre parcel adjacent to the planned Sylvania Road realignment and to accept a $2,200 appraisal from a local appraisal firm; the appraisal will help value the parcel prior to marketing and redevelopment discussions.
All routine approvals passed unanimously.
