The Charleston County School District on March 23 outlined a pilot program designed to retain top teachers in classrooms by compensating them to serve as mentor‑teachers and lab sites for peer learning.
Superintendent Nita Huggins described the Learning Leaders pilot as an application‑based program that will identify 20 teachers across levels—five early childhood, five elementary, five middle and five high—to serve as demonstration teachers and to mentor colleagues. "Those who are chosen will be eligible for a $10,000 stipend on top of any stipend they already earned," Huggins said.
Huggins told trustees that the pilot's funding largely stems from a reallocation within the educator effectiveness and leadership development department. Board members asked for cost detail; staff said the pilot will cost "less than $50,000" in the FY27 budget because the stipend pool is the principal new expense and much is a reallocation, not a new recurring appropriation.
Selection will use a rubric and require candidates to present at least two to three years of quantitative student data; the district plans to evaluate the pilot on measurable outcomes and said it would share the rubric with trustees before selections begin. The pilot aims to keep master teachers in front of students while creating laboratory classrooms where other teachers can observe, co‑teach, and practice reflective action research.
What happens next: Staff will share the selection rubric with the board, include the line item in the April balanced‑budget presentation, and return to trustees with pilot outcomes after the FY27 cycle.
