Committee approves multiple city property sales to support homebuilding, small businesses and reuse

Milwaukee Community Crossroads (MCC) sought seven city-owned vacant lots across multiple aldermanic districts to build single-family houses through its YouthBuild program; DCD said the homes would serve as both housing and training sites and that a proposed lot swap moves one parcel from the 12th into the 8th district. Jake Weiler (MCC) described 3-bedroom, 1-bath house plans with pre-plumbed basements and noted prior houses sold at subsidized prices.
DCD presented a mixed-use tax-deed sale at 912 W. Burleigh to Z Luxury Living LLC; buyer representative Zakiyah Lipford said she plans to use the commercial space to provide assistance services. DCD explained a state statutory change means the city cannot list newly acquired tax-foreclosed properties below appraised or assessed value for properties acquired after April 2024, limiting the $1-sale program going forward.
DCD also described a $600 sale of a small vacant lot at 4232 N. Titonia to a local owner who said he will fence and use the lot as green space to deter dumping; committee approved that sale.
For 4417 N. 27th, DCD presented a plan by Kevin Molnar to create a custom coatings and fabrication business that the applicant said will hire 2–6 full-time employees and expand local manufacturing capacity; the committee recommended the sale. The committee also recommended the sale of 6233–35 W. Center to Tamika Thomas, who plans a cafe focused on healthy meals with an estimated renovation budget around $200,000 and a commercial-corridor reimbursement of $32,500.
All property-sale items were recommended by the committee and will proceed to council for final approval.
