Milwaukee charter committee renews two one-year contracts, votes to revise school performance report

The Charter School Review Committee on March 26 approved one-year contract renewals for two vendors that help run and evaluate the city's charter schools and voted to revise the committee's annual school performance report into a condensed, visual profile.
Judith Ramos, director of the Institute for the Transformation of Learning, told the committee ITL provides administrative oversight, liaison work and stakeholder-engagement training for charter schools. "I'm Judith Ramos ... I'm the director," she said, describing ITL's work with school leaders, boards and community partners.
Chair called for a motion to extend ITL's contract for the 2026-27 school year; Katina Hartwell Young moved and a member seconded. The committee approved the one-year extension by voice vote.
Dr. Azia Baylor, of Evident Change, described that organization as a research group that "uses data to inform decision making" and summarized work now under way, including a districtwide culture and climate survey of students (grade six and up), parents, staff and school leadership that will appear in the annual report in August. The committee approved Evident Change's one-year renewal (contract B18948) by voice vote.
Dr. Baylor also proposed a new unified City of Milwaukee charter school profile report to reduce repeated narrative across five school reports, front-load key findings, and present scorecards and key indicators as graphics and tables. Committee members asked for examples, suggested adding a one-page appendix that shows all schools' scorecards side-by-side, and discussed embedding links to school web pages and using AI-assisted summaries to make long documents easier to navigate.
Committee members asked staff to collect feedback and suggested the vendors prepare sample pages and a side-by-side comparison for the next review. The committee approved the recommendation to revise the annual school performance report format by voice vote.
The motions were procedural and carried by the committee without recorded roll-call tallies; staff were instructed to follow up with the vendors and circulate draft samples and training opportunities to committee members ahead of the next meeting.
