The Liberty Hill City Council approved an agreement with Project Starbright after returning from an executive session, voting 5–0 to authorize the city manager to finalize the terms pending attorney review.
Councilmember Diane Williams moved “to approve the agreement with Project Starbright as discussed, subject to finalization by the attorneys and approval by the City Manager.” The motion was seconded and passed by a 5–0 voice vote.
The item had been discussed in closed session under Texas Government Code section 551.087 with representatives from the Liberty Hill Economic Development Board. The mayor read the executive-session items into the record before the closed session, noting the council would discuss an agreement regarding Project Starbright.
Council did not read detailed contract terms into the public record at the time of the vote; the approval was made conditional on attorney finalization and the City Manager’s sign-off. No public comment on Project Starbright was recorded in the open session.
The council adjourned the meeting at 6:26 p.m.
