Growth Policy committee votes to keep current urban growth boundary, schedules public hearings

The Growth Policy Coordinating Ad Hoc Committee met Dec. 17, 2024 to review maps and annexation history related to the county’s urban growth boundary (UGB). County Planner Bently Thomas presented maps showing the current UGB, proposed UGBs from the cities of Cleveland and Charleston, and annexations that have occurred within the boundary since 2010.
Committee members discussed service provision and annexation policies. City of Cleveland Planner Robert Varnell told the committee that the city’s proposal is a long-range (50-year) planning tool and that services are generally not provided outside city limits except in limited exceptions. After discussion, the committee (with members Denny Collins, Mike Hughes and Chairman Cindy Slater voting) approved a motion to keep the current urban growth boundary unchanged and asked Planner Thomas to generate a map reflecting that recommendation.
The committee scheduled two public hearings to solicit additional input on the UGB matter at noon on Jan. 13, 2025, and Jan. 21, 2025.
The committee’s recommendation will be part of ongoing coordination among the county and the two municipalities; the minutes record that the committee sought to avoid a State-imposed determination of the UGB by reaching an intergovernmental agreement.
