Council advances ordinance to allow regulated golf cart and UTV use on certain city streets

The Columbus Common Council passed a first reading on an ordinance to authorize and regulate the operation of golf carts and utility task vehicles (UTVs) on specified city streets, emphasizing safety measures and compliance with state law.

City Attorney Austin Whitted and Deputy Chief Matt Martindale presented the ordinance, explaining it would allow local regulation of these vehicles while prioritizing driver and pedestrian safety. The presenters said the ordinance follows Indiana law permitting cities to regulate such vehicles and proposed guardrails for permitted streets and vehicle requirements.

Public comment included Russ Jones of Princeton Park, who said he purchased an electric golf cart and supported street use; Keith Acree of Acree Alley Carts cited Madison, Indiana, as a successful model; and Larry Thomas said older carts may need modifications to comply and called the ordinance too restrictive. Brad Davis asked which cities were benchmarked, the effective date and where owners would obtain a slow-moving emblem; Austin said the benchmarks were Speedway, Franklin and Bartholomew County and addressed the effective date and emblem question. Samantha Pevlor asked whether carts would be required to have a top.

Councilor Elaine Hilber moved to pass the first reading and place the ordinance in proper channels; Councilor Kent Anderson seconded. Roll call was seven in favor, zero opposed. The ordinance will return for additional readings and possible amendments before final adoption.
