Council adopts annexation and rezoning for Arbor Homes' Timberland Springs development

The Columbus Common Council on April 7 adopted a fiscal plan and enacted annexation and rezoning ordinances to allow Arbor Homes to develop the Timberland Springs subdivision.
Planning Director Jeff Bergman described the package of measures, saying the applicant seeks annexation of about 140 acres and rezoning of roughly 107 acres (the rezoning excludes areas in the floodplain). Bergman showed maps and images and told the council the Columbus Plan Commission forwarded favorable recommendations by votes of 9-0.
Brad Davis of The Republic asked how much the Department of Public Works budget would increase with new housing; council members said any estimate is preliminary. Councilor Tom Dell moved to adopt Resolution No. 1 (the fiscal plan); Councilor Grace Kestler seconded. Roll call was seven in favor, zero opposed. Councilors later moved and passed the second readings and adoption of the annexation ordinance (Ordinance No. 7) and the zoning amendment (Ordinance No. 8) with unanimous roll-call votes.
The rezoning to RTc (Residential: Two-Family with commitments) was presented as allowing single-family and duplex uses but the applicant intends to build only single-family homes, citing minimum-lot-size considerations; areas within the floodplain were excluded from the rezoning request. The council adopted the annexation and rezoning ordinances on second reading and the measures will be reflected in the city's zoning map and property records going forward.
The presenters did not provide a detailed timetable for construction during the council meeting; additional permitting and development approvals will be processed through the city’s normal review channels.
