Council approves staffing reclassification and redevelopment appropriation to fund new full-time Community Development specialist

Brown said the Redevelopment General Fund can fully absorb the appropriation with no additional cost to the city.
Brad Davis of The Republic asked whether the position had already been posted and questioned the reclassification; Sipe said the position had been posted. Councilor Elaine Hilber moved to adopt the second reading of Ordinance No. 5; Councilor Josh Burnett seconded. The roll-call vote showed six in favor and zero opposed; one councilor recorded an abstention. Councilor Hilber then moved to adopt Ordinance No. 6, the additional appropriation from the Redevelopment General Fund; Councilor Burnett seconded and the measure passed by the same roll-call tally.
The ordinances were advanced as second readings and adopted, and no additional budget cut or tax increase was reported at the meeting. The council’s action transfers the position’s ongoing salary responsibility to Redevelopment and establishes the full-time classification; specific start dates and step/salary amounts were not specified during the presentation.
Council members indicated the measures required no further local funding beyond the Redevelopment General Fund appropriation. The items will be reflected in the department staffing lists and 2026 payroll calendar as required.
