Clarity Meega, Director of Planning and Development Services, told the council the resolution (2026‑R‑009) does not itself approve annexation or zoning but authorizes staff to negotiate a municipal services agreement with the property owner, publish required public notices, and refer zoning to the planning and zoning commission. Meega said the property owner is requesting C‑3 zoning; that zoning and the ordinance approving annexation will return to council after required hearings, with the planning and zoning commission scheduled to see the zoning request on May 5.
Council member (speaker 1) moved to approve the resolution accepting the petition and the motion was seconded; the council voted 7–0 to adopt the resolution.
Staff will proceed with the negotiated municipal services agreement, public notices and subsequent public hearings before final annexation and zoning votes are scheduled.
