Brownsburg police promote two captains, name training coordinator and accept retirement; conditional offers extended to two recruits

The Brownsburg Board of Police Commissioners on Feb. 10 approved a series of personnel changes announced by Chief Joseph Grimes. Grimes said the department restructured its leadership to improve upward mobility and succession planning and formally appointed Sergeant Jacques Bass as captain of investigations and Sergeant Joe Fultz as captain over enforcement. “I’m officially appointing both of these gentlemen to rank a captain,” Grimes said.

Both Bass and Fultz addressed the commission. Bass thanked mentors and family and said he hopes to live up to expectations. Fultz credited past supervisors and pledged to meet the challenges of his new role.

Grimes also appointed Sergeant Doug Abshire as the department’s training coordinator for 2026, with a 180‑day probationary period. Abshire thanked his predecessor and said he looks forward to overseeing the department’s training programs.

On personnel transitions, the board accepted a retirement letter from Captain Jeff Clare with a stated final day of Feb. 13, 2026. Chief Grimes praised Clare’s service and said he respects Clare’s request to receive his duty weapon and plaque privately.

The commission also approved two conditional offers of employment for Michael Rogers and Matthew Burks. Commissioner Cooper read the letters that outline conditions including a CVSA and truth verification exam, a drug test, satisfactory psychological clearance, completion of an employee training agreement (which may require repayment of training expenses if separation occurs within 36 months) and a probationary appointment. The reading referenced Indiana Code in the letter. The commission moved, seconded and approved the offers by voice vote.

President Buante asked the two candidates to complete paperwork with Assistant Chief Andy Watts after the meeting.
