Assistant Public Works Director James Herrera presented staff’s recommendation and introduced Paul Heidecker, who outlined a schedule: right‑of‑entry coordination beginning March 16, a 30‑day appraisal period, initial offers to property owners around mid‑April, a continuing easement negotiation window through mid‑June and a target to have necessary easements recorded by July 15. Heidecker said condemnation (eminent‑domain) work would be used only if necessary and coordinated with the city's attorney.
