The Town of Brownsburg council on March 26 adopted the Matheny Park strategic master plan and approved a package of land‑use actions, while staff briefed council on proposed changes to the Unified Development Ordinance (UDO) that would restrict certain commercial uses along designated corridors.
Council voted unanimously to adopt the Matheny Park strategic master plan after Parks staff described a small set of edits requested by council, including a new action to update event and park emergency plans in coordination with Town EMS professionals. Amber, the parks representative, said the edits were added to strengthen safety planning; the council then moved to adopt the plan and the motion passed.
On zoning and ordinance business, council consented to perform all three readings at once for ordinance 2026‑01, an amendment to the town’s UDO. Staff said the amendment updates the use table to add restrictions on some uses — including fuel centers, certain vehicle/equipment sales and services, and some self‑storage types — in specified corridors, and proposes setbacks in some cases (staff noted a proposed 300‑foot separation in certain contexts). Council members questioned the data behind the setback measurements and were assured there are special‑exception and grandfathering processes for existing businesses.
Council approved acceptance of a dedicated right‑of‑way parcel (parcel 32‑07‑3‑113‑029.000‑026) conveyed by a developer for a future interchange and also approved a conditional rezone of the Bowman parcel (32‑07‑10‑100‑006‑015) from unannexed single‑family residential to institutional for police and street training facilities; staff noted the APC requested increased buffering as a condition and the council approved zoning with those conditions.
Consent agenda items passed, including approval of minutes and a claims and payroll docket totaling $1,396,581.15.
What happens next: the Matheny Park master plan is now adopted and will guide parks capital work; ordinance 2026‑01 will proceed through its readings and any future council votes required by code, and staff indicated the UDO remains amendable after real‑world development patterns emerge.
Votes and formal actions at a glance: • Adopt Matheny Park strategic master plan — motion passed (unanimous). • Ordinance 2026‑01 (UDO amendments) — council consented to three‑reading procedure and moved forward (vote to proceed recorded in meeting). • Parcel dedication (parcel 32‑07‑3‑113‑029.000‑026) — approved. • Conditional rezoning of Bowman parcel to institutional — approved with buffering conditions. • Consent agenda (minutes and claims/payroll) — approved; claims/payroll docket $1,396,581.15.
Council materials show staff will return with any amended language and that the UDO can be revisited if corridors develop differently than expected.
