Liberty Hill staff outline FY2027 CIP intake, scoring process and May council submission target

CIP staff presented the city’s FY2027 project plan update at an April 8 workshop, describing the intake, evaluation and projected timeline for capital projects.
Joanne Minyard, the city’s CIP program manager, opened the CIP portion and said departments submitted project proposals on March 27. She described the CIP as the city’s long-range plan for major infrastructure investments and told the council the program helps align projects with community needs, anticipate cash flow and identify potential grant opportunities.
"We're here to share the fiscal year 2027 project plan update...we're going to start with the definition of a CIP budget," Minyard said. She explained the CIP answers what projects will be built, when they will be needed and how they will be funded over a five-year horizon.
Staff said they adopted an objective scoring process for proposals based on criteria tied to the comprehensive plan, the master plan and the city charter; factors include urgency, cost-effectiveness, sustainability and long-term benefit. An accounting supervisor identified in the meeting as Sarah Loney said staff will vet submissions through mid-April and aim to submit a proposed CIP plan to council in May.
"We're reviewing currently, and we'll be vetting up to mid-April. We're targeting May to submit to council the proposed CIP plan," Sarah Loney said.
Staff noted funding for capital projects typically combines debt and grants, and cautioned that grant programs and impact fees can carry restrictive compliance requirements. They said the city plans to add CIP transparency into ClearGov so residents can see planned projects and cash-flow information online.
Next steps: Staff will complete vetting through mid-April, present a proposed CIP to council in May, and continue integrating CIP materials into ClearGov ahead of the proposed budget filing expected in mid-to-late August.
