George told commissioners the $46,000 contract will fund environmental review, soil borings, a topographical survey and a consolidated report the RDC can use to produce an RFP for redevelopment. He said the work should be returned by July and will leverage existing utility and engineering data where possible to avoid duplicative costs.
Commissioners discussed vendor selection and competitive bidding rules. One commissioner suggested developing internal guidelines to balance legal procurement requirements and industry best practices; staff and the president said they would consider proposed language and ensure legal compliance. A motion to approve the Abbot Marsh agreement was moved, seconded and carried by voice vote.
What comes next: Abbot Marsh will begin site work; staff will monitor scope, costs and deliverables and use the study to prepare an RFP to attract redevelopment proposals.
